Congratulating TRR’s 2025-2026 Editorial Board

The Regulatory Review offers best wishes to our graduating leadership and staff.

The current board members of The Regulatory Review are excited to show our gratitude to and congratulate all of the graduating members of The Review’s 2025-2026 staff and editorial board.

As our colleagues graduate from the University of Pennsylvania Carey Law School today, we are proud to highlight their work and express our sincere thanks for their many efforts to advance The Review’s mission of publishing timely, insightful commentary on regulatory issues and developments.

“For me, graduation is always a bittersweet occasion, as I bid farewell to exceptionally talented students while celebrating their extraordinary accomplishments and looking ahead to their many future positive contributions to society,” noted Cary Coglianese, the director of the Penn Program on Regulation and a faculty advisor to The Regulatory Review.

“This year was certainly no exception. It was a truly amazing year, one in which I had the distinct privilege of working with students on The Regulatory Review team who were so supportive of one another,” Coglianese continued.

“The team worked hard to publish 365 pieces over the last year—literally one per day,” he observed. “That level of intensity and consistency in publication is unparalleled among law school-based publications. But in a rapidly changing world, where nearly every facet of life raises important regulatory issues, policymakers and members of the public need incisive, accessible content covering a wide range of regulatory concerns. The Regulatory Review team played a pivotal role in meeting that need.”

“The success of any team, of course, depends on its leaders, and the 2025-2026 Editor-in-Chief, Tasneem Mohammad, and Managing Editor, Cross Conrad, have my special admiration and appreciation for all they did to make the past year such a success,” Coglianese noted. “I wish them and all their colleagues my congratulations on their graduation and my best wishes for continued success in their careers.”

“What a privilege it has been to work with the graduating members of The Regulatory Review’s editorial staff,” added Matt Wiener, who served with Professor Coglianese as the co-faculty advisor of The Review during the 2025–2026 academic year. “A more capable, dedicated, and professional group of student editors would be difficult to imagine. Like Professor Coglianese, I congratulate the editors on their graduation, and I look forward to the important work that they will do in the years ahead.”

Today, as Penn Carey Law celebrates the entire Class of 2026, The Regulatory Review is pleased to share this special commemorative graduation feature that highlights below the published essays written individually by each member of the 2025-2026 editorial board.

To our outgoing staff members and newest TRR alumni, best wishes and thank you for your dedication and hard work!
