
The Regulatory Review presents its top essays, series, and features from the past year.
Throughout the past year, regulators around the world have confronted pressing challenges and changes arising from policies of the second Trump Administration, the accelerating use of artificial intelligence, and increasing geo-political tensions—among many other consequential developments in 2025.
In the United States, the Trump Administration’s deregulatory agenda has ushered in a wave of changes that are reshaping the balance of powers among the three branches of government. Several U.S. Supreme Court decisions have also created new conditions for carrying out regulatory policy, redefining the scope of regulatory authority over areas that will affect individual and business rights, as well as altering the broader administrative law landscape.
As 2025 comes to an end, those of us at The Regulatory Review reflect on the integral role that regulation continues to play in shaping and addressing local, national, and global challenges.
In this year-end series, The Regulatory Review highlights recent regulatory research and developments and showcases the most widely read essays published in The Regulatory Review during the past twelve months.
We begin this year-in-review series by presenting a selection of the year’s major regulatory news stories, as chosen by the associate editors who produce our Week in Review feature every Friday. We then highlight the most widely viewed Saturday Seminars.
Next, we showcase our third year of interviews with leading regulatory thinkers and leaders, which we publish as part of our Sunday Spotlight feature.
We then spotlight the top essays submitted by leading commentators on regulatory law and policy. We also highlight the most-read essays authored by The Review’s own staff.
Finally, we conclude by we revisiting each of our other series of essays published within the past year.
